Property tax exemptions changed for new Caspian Cluster residents
The procedure for granting property tax exemptions to new residents of Special Economic Zones in the Astrakhan Region has changed. Now according to the tax legislation the zero rate of property taxes for companies, which registered the status of a resident of the Special Economic Zone in the Astrakhan Region after January 1, 2023, will be 10 years instead of 12.

The conditions will not change for companies that have been granted resident status in the Special Economic Zone in the Astrakhan Region before January 1, 2023.

Changing the duration of the preferential tax rate was governed by local legislation — regional parliamentarians added two more years to the already existing ten-year tax-free property regime at the federal level in order to increase the region’s investment appeal. This practice has existed since the Special Economic Zone was established in 2015. In the adopted law on property tax for companies of the Astrakhan Region of April 19, 2022, such a «bonus» is no longer provided for.

  • The income tax will be 2% instead of 20% for 10 years, and will remain at 10% at the end.
  • Land tax will be 0% for 5 years from the date of ownership.
  • Transport tax will remain at 0% for 12 years from the date the car is registered.

There is also a zero VAT tax rate for residents of the Port SEZ.
