Dmitry Vakhrukov, Deputy Minister of Economic Development of the Russian Federation, announced the results of the regions’ efforts to use the budget loan restructuring mechanism (program 1704) for SEZ infrastructure development. The Astrakhan Region was among the regions successfully using this mechanism.
— We see demand among the regions for implementation of the budget loan restructuring mechanism for SEZ infrastructure development. With this support, regions can use the funds released after the restructuring of budget loans to build infrastructure for new projects and then write off the budget loan debt from the taxes from these projects," said Dmitry Vakhrukov, Deputy Minister of Economic Development of the Russian Federation.
In October 2022, Astrakhan Region was allocated 216 million rubles under the federal program 1704 to build a cable duct system for communication networks in SEZ Lotus and 3 roads length of 3 km in the eastern section.
— In November 2022, tenders were held and contracts for the construction of the cable duct system and the road were signed. The tender for the second road has been announced, and in January, we will announce the construction of the third one. They will provide unhindered vehicular access to the residents in the eastern section. This is primarily needed by Rybniye Korma JSC, which launch a plant in the first quarter of 2023," comments Director General of SEZ Lotus JSC Sergey Milushkin.
Funding of 428 million rubles has been confirmed for the construction of the eastern section fence, a cable duct system for the western section communication networks, a distribution substation and a main road length of 2.77 km in the western section. Primarily the geosynthetics manufacturing factory and the Iranian brand detergent plant under construction await this infrastructure.
In December 2022, the government commission for regional development approved 52 new investment projects for 18 Russian regions using restructured budget loans. Among them is the natural gas liquefaction project of SEZ Lotus resident. Its implementation will make it possible to provide environmentally friendly motor fuel not only to consumers in the Astrakhan Region, but also to establish supplies to neighbouring regions and the Caspian Sea countries.
— Thanks to the budget loan restructuring mechanism, we will be able to build the infrastructure needed for this project, which will also go towards meeting the needs of other existing and potential residents on the western site. These are the Iranian detergent plant under construction, the projected bioprotein and ultra-pure carbon black production plants," comments Sergey Milushkin.
