Special Economic Zone "Lotus"

SEZ Lotus was established in Narimanov district of Astrakhan region in accordance with the Federal Law of July 22, 2005 No. 116-FZ “On Special Economic Zones in the Russian Federation” in order to form a large-scale shipbuilding cluster in the Astrakhan region, develop high-tech industries, produce new types of products and services with high added value.

Decree of the Government of the Russian Federation of November 18, 2014 No. 1214 “On the establishment of an industrial production special economic zone on the territory of the municipal entity Narimanov district in Astrakhan region”.

Dmitry Medvedev: "I signed the Government Decree on the establishment of the industrial production SEZ in the Astrakhan region. This is a serious project which needs both investments into infrastructure and manufacturing investments".

Today 19 companies have resident status with a total volume of declared investments of more than 40 billion rubles.

The first phase of construction of the primary infrastructure on the area of 400 hectares has been completed in the SEZ Lotus. Facilities and networks of power supply, water supply and water disposal are put into operation. The access road to the western section of SEZ Lotus and the main on-site road function as well.

SEZ LOTUS IS THE ONLY RUSSIAN INDUSTRIAL SEZ IN THE CASPIAN REGION AND IS CONSIDERED AS A CARGO BASE OF THE “NORTH-SOUTH” ITC.

The residents of SEZ Lotus have tax benefits, which in many respects are more favorable than in other SEZs:

There is a free customs zone regime on the territory of the SEZ. Land plots are leased on preferential terms. There is a possibility of purchasing the land plot after the completion of the construction of the plant.
