The Port Special Economic Zone was established in the Liman district of the Astrakhan region by the order of the President of the Russian Federation as a part of complex measures on development of the International Transport Corridor (ITC) “North-South”.

The area of the port SEZ is 644.4 hectares.
The project will include engineering preparation of the territory, construction of water supply, water disposal, power supply, gas supply and transport infrastructure. A production and operation base, a fire station and other facilities are in the project as well.
Residents of the port SEZ may perform both port operations and construction, reconstruction and operation of port infrastructure facilities.
Port activity means warehousing, storage of goods, supply and equipping of ships, production, repair, maintenance, modernization of sea and river vessels, processing of aquatic biological resources, packaging, sorting, and marking of goods, simple assembly operations, stock exchange, wholesale trade and other activities.
According to the Federal law No. 116-FZ of 22.07.2005 "On special economic zones in the Russian Federation" the regime of the port SEZ provides residents with tax benefits and customs preferences.
Residents of the port SEZ are not subject to VAT and have preferential rates of income and property taxes, as well as land and transport taxes. Also there is a free customs zone regime on the territory of the port SEZ.
On August 6, 2021 the Ministry of Economic Development of the Russian Federation issued a resident status of the port SEZ to Port Logistics Company “Caspiy” LLC with a project for the construction of a modern port with a container terminal.
