Azerbaijan group of companies "ATEF" plans to invest $ 16.9 million in the production of electrical equipment in the SEZ "LOTUS"

The Supervisory Board of the Special Economic Zone "LOTUS" has approved the business plan of ATEF RUSS Ltd. (founded by the Azerbaijani “ATEF GROUP of COMPANIES Ltd.” and entrepreneur Salam Sadigov on a parity basis), providing production of transformers and other electrical equipment in SEZ “LOTUS”.

The Supervisory Board meeting was attended by Deputy Minister of Economic Development of the Russian Federation Alexander Tsybulski.

"It is planned to build two production facilities: one - for production of switchboard room equipment and the other - for pre-assembly and testing of transformers. Estimated capacity of the plant will amount to 2 thousand sets of transformers and switchboard equipment per year. In prospect, after successful commissioning and operation of the plant buildings it would be possible to add the third building for starting own production of components and extending the range of products ", said ATEF RUSS Managing Director Tofik Gamidov.

The project initiator is “ATEF GROUP of COMPANIES Ltd”. According to the business plan, the company will produce dry power distribution transformers with capacity up to 2500 kVA, voltage up to 35 kV; power oil distribution transformers with capacity of 1,000 MVA and voltage up to 750 kV; packaged transformer substations with capacity up to 1000 kVA; packaged switchgears with voltage 0.4 kV, 10 kV, 35 KV; low-voltage cabinets DC; switchgear for rail transport with voltage 3.3 kV and 27 kV and packaged traction substations for subways.

"Much attention will be paid to creation of energy-saving power transformers with the ability to integrate into "smart" electricity distribution networks through production of transformers with amorphous steel cores and so-called "smart" transformers allowing remote monitoring of key hardware features which, under the conditions of large distances and often difficult installation locations, reduces maintenance costs," added Tofik Gamidov.

As expected, the potential consumers of the above-mentioned production may be PJSC "Federal Grid Company of Unified Energy System", PJSC "Rosseti", PJSC "RusHydro", PJSC "Gazprom", OJSC "Russian Railways", The State Atomic Energy Corporation “ROSATOM” and others.

According to "ATEF GROUP", the annual demand in power transformers for distribution networks of all Russian electricity consumers is about 67 000 units in the power range from 25 kVA to 6300 kVA.

More than a half of the total amount of electrical equipment is represented by transformers, the production of which in Russia declined up to 45 thousand pieces in 2015 (which is twice less than in 2014).

Director General of PJSC "SEZ "LOTUS" Sergey Milushkin noted that 75% of installed capacity in the electric power industry is provided by imported equipment and components. He also stressed that the import of transformers was decreasing due to reduced supplies from Ukraine that had imported to Russia up to 68.5% of all transformers until 2015.

"New to the Astrakhan region production will provide electrical energy industry with modern equipment that meets the standards of GOST R and IES. And, which is very important for this strategic sector, it will also provide equipment and components produced in Russia, the supply of which is not dependent on external factors", said Sergey Milushkin. 

Payback period of the project is 4 years and 9 months. The plant will be launched by 2019.

"ATEF GROUP of COMPANIES Ltd." is the successor of "Baku Transformer Plant" company. Activity of the company is based on the production and installation of electrical equipment, wires of various configurations and building constructions. The company consists of five major plants in Azerbaijan, total number of employees is more than 2 thousand people.

PJSC “SEZ “LOTUS” is the management company of the industrial production special economic zone “LOTUS” founded on the territory of the Narimanov municipality of the Astrakhan Region.

100 % shares of PJSC “SEZ “LOTUS” are owned by the Government of the Astrakhan Region.

SEZ “LOTUS” was founded in the Narimanov District of the Astrakhan Region on the bank of the Volga River. SEZ total area is 9.8 square kilometers. The main part of the territory (8.4 square kilometers) will become an industrial zone. SEZ “LOTUS” residents will be provided with railway and road infrastructure. SEZ “LOTUS” territory is connected by road to the federal highway M6. The territory has a jetty. The international airport “Astrakhan” is in a 40-minutes car drive from SEZ.

JSC “Shipyard “Lotos” (incorporated in JSC “USC”) is the anchor resident of SEZ “LOTUS”. The shipyard is designed for construction of sea-river type vessels as well as offshore equipment intended for exploration and production of oil and gas on the continental shelves of seas and oceans.

Special Economic Zone “LOTUS” is the basic platform for implementation of import substitution program of JSC “United Shipbuilding Corporation” and for all Russian shipbuilding industry.

SEZ “LOTUS” is also focused on the implementation of import substitution programs in oil and gas industry, port and railway sector, etc. LLC “Svoyee” established by Moscow company LLC “Polycomplex” has already completed the process of getting a SEZ resident status. The company is going to start the production of biodegradable irrigation tubes.
